The accumulation of the results of a cycle of 5 annual census surveys makes it possible to cover the entire territory and produce “legal” population figures, in the sense that they are published by decree. The reference year is therefore the middle year of the cycle. The population census figure published on 1 January 2024 thus on 1 January 2021, calculated by combining the annual census surveys from 2019 to 2023.
Municipalities have a legal obligation to conduct the annual census survey (Légifrance, 2002). Beyond this obligation, it is in the municipalities' interest to carry out the collection correctly since calculated population levels are derived from budgetary allocations.
