Thus, these differences in scope and temporality prohibit adding these two indicators to know the " true " number of entries into France over a period, all ages, all origins, all lengths of stay, all administrative situations combined : this would amount to counting a significant number of people twice (once upon arrival in the country and again when they obtain a residence permit), and therefore overestimating the number of immigrants entering France during a given period. Only the annual INSEE census surveys rich people database measure entries into the country in a given year (even if they do not allow counting short stays of less than a year).

cannot be measured by the number of entries into the country.
The evolution of the immigrant population in France cannot be approached solely through the prism of entries into the territory. Proof of this is that, according to the population census, the number of immigrants residing in France increased by 1.8 million between January 1, 2006 , and January 1 , 2021, while the total number of immigrant entries was 3.5 million over the same period. How can this twofold difference be explained ?
